Expert Oleg Popenko, who deals with energy and housing and communal services, expressed his criticism regarding the justification of increasing tariffs for the management of multi-apartment buildings in Kyiv by so-called experts.He expressed this opinion on his Telegram channel, reports 'Khvylya'.According to Popenko, among these experts are the heads of homeowners' associations (OSBB), who receive funding from the city budget under the 70/30 KMDP program.

'I read yet another attempt by another group of experts to justify the increase in Kyiv's tariffs for the maintenance (management) of multi-apartment buildings by arguing against subsidizing communal managers from the city budget. And oddly enough, this list of experts includes the heads of the OSBB boards, who receive funds from local Kyiv programs 70/30 KMDP, heads of district councils, and even the head of the city's pseudo-association of OSBBs in Kyiv,' he emphasized.

The expert proposed optimization of the costs of managing companies without burdening residents:- reduce electricity consumption in buildings paid for by residents, but actually used by small architectural forms (MAFs) and built-in shops;- eliminate 'dead souls' in the housing offices (ZHEKs) - all vacancies are occupied but work without staff, which will save money;- cancel unjustified bonuses and allowances of 50 or 70% for management;- prohibit the cleaning of areas that do not belong to the building.'Implementing these actions will allow for the cost of maintenance and servicing of buildings in Kyiv to be market-based, and I am confident that there is no need to raise the tariff,' the expert emphasized.Recall that earlier the expert expressed his criticism regarding the arrangement of violations by communal workers.
