House in a luxurious town, tenders without competition: media exposes the lucrative business of the 'servant' Marikovsky.


MP from the 'Servant of the People' party Oleksandr Marikovsky is making significant profits from government contracts related to monitoring telemarathons and Ukrainian media. The company 'Mediatheque,' owned by Marikovsky, is receiving increasingly large sums from the state budget. Furthermore, the MP is involved in a criminal proceeding over submitting false declarations.
According to Oboz.ua, the company 'Mediatheque' earned more than 10 million hryvnias in revenue in 2024, of which 9.1 million hryvnias were received from state procurement. In 2025, the sole state enterprise, the Center for Protection of Information Space of Ukraine, signed a contract with 'Mediatheque' for 12.2 million hryvnias. The agreement includes monitoring 10 TV channels, 50 printed media outlets, and over 1000 online resources. For an individual report on the telemarathon, the company will receive an additional 258 thousand hryvnias. It is worth noting that in 2019, for the same services, the state enterprise paid ten times less - 720 thousand hryvnias.
Additionally, in 2025, 'Mediatheque' signed a contract for 240 thousand hryvnias with the Center for Humanitarian Demining to prepare weekly reports on media mentions. An analysis of tenders shows that Marikovsky's company often offers the highest price but wins due to the conditions of the tender documentation.
For instance, in the tender by 'Ukrenergo,' the company 'Semanturum' offered a price of 478 thousand hryvnias for monitoring, but 'Mediatheque' won with a price of 703.3 thousand hryvnias. In many tenders, it was the sole participant, eliminating competition.
It should be noted that Marikovsky himself indicated a modest income in his declaration. According to 2024 data, his average salary is 62.2 thousand hryvnias per month, he has two loans, and less than 6 thousand hryvnias in savings. Meanwhile, his wife earns as an individual entrepreneur, receives social benefits, and assistance from foreign citizens.
In 2021, Marikovsky became the owner of a house with an area of 163 square meters in the gated community 'Green Wood Club' in Kozyn - one of the most expensive places near Kyiv. According to market data, similar real estate costs from 16.7 million hryvnias, but the MP claims he bought the house for 4.5 million hryvnias.
Previously, his declaration mentioned 32 bitcoins, which the MP allegedly received in 2019. However, the NABU established that this cryptocurrency wallet did not belong to Marikovsky, and all transactions were made by foreigners. In April 2024, the High Anti-Corruption Court closed the proceedings due to limitation. The politician himself acknowledged his mistake and stated on Facebook that he had made 'substantial inaccuracies' in the 2020 declaration.
Marikovsky's company continues to receive government contracts. The authors of the investigation question the appropriateness of spending more than 12 million hryvnias of the state budget on media monitoring. This work could have been done cheaper using IT products or internal communication services in government organizations. Oboz.ua has sent relevant requests to the state institutions that entered contracts with 'Mediatheque.'
