WSJ: The US has developed a mechanism for monitoring a comprehensive ceasefire in Ukraine.


According to The Wall Street Journal, US Secretary of State Marco Rubio reported that the US has developed a concept for monitoring a comprehensive ceasefire in Ukraine for a possible peace agreement with Russia. If no progress is made in the coming days, the US will cease its efforts in peace negotiations regarding Ukraine. 'We need to quickly determine whether this can be achieved in a few weeks,' Rubio stated after talks with European and Ukrainian officials.
The Secretary of State confirmed that the US has presented a framework concept of the agreement to both sides of the conflict and to European partners. The details of the agreement have not been disclosed, but it is known to include a ceasefire.
Special envoy of the Trump administration, Steve Witkoff, has visited Russia three times for talks with President Vladimir Putin regarding the cessation of war. He has also held intensive negotiations with Ukrainian officials but has not personally visited Ukraine.
Ukraine has declared its readiness to implement a comprehensive ceasefire provided that Russia agrees. However, the Kremlin refuses to accept the proposal for a ceasefire and insists on resolving the 'root causes' of the conflict.
Other Western officials are more optimistic about the negotiations. They stated that the meetings in Paris were productive. The US reported on the draft concept of monitoring a comprehensive ceasefire.
Alongside the peace negotiations, Ukraine and the US have signed a memorandum on an economic agreement that envisages the establishment of a reconstruction investment fund. The Trump administration aims to gain access to Ukrainian mineral resources to offset military and financial assistance.
France has announced a meeting to take place next week in London with the participation of US, Ukrainian, and European officials to promote peace negotiations. Ukrainian Prime Minister Denys Shmyhal will visit Washington next week to finalize technical negotiations on the economic agreement.
According to Bloomberg, the US is prepared to recognize Crimea as Russian under the peace agreement.
