Students may be allowed to travel abroad, but there are conditions.


A group of people's deputies submitted to the Verkhovna Rada a draft law numbered 12361, which will allow young people to study abroad even during martial law. The draft law concerns citizens of Ukraine who are not older than 24 years. It provides for changes in legislation regarding the departure of Ukrainian citizens abroad and the entry of foreigners, as well as the regulation of martial law, military duty, and education.
According to the changes, individuals who are already studying abroad and those who have entered a foreign educational institution after completing secondary or vocational education will be granted the right to leave. To obtain this right, citizens will need to provide documents confirming their studies abroad, as well as a military registration document. The draft law also provides for the development of a mechanism for issuing military registration documents for individuals who are abroad and have reached the age of 17 through the diplomatic institutions of Ukraine.
