Teachers from one of the communities filed a complaint with the educational ombudsman because they had not received supplements for working under difficult conditions. As of May 2025, teachers still had not received their bonuses, reported the Office of the Educational Ombudsman of Ukraine.

“According to the teachers, as of May 2025, the educators at their institution had not received such a supplement even once. The management of the educational institution, in response to the teachers' appeals, stated that the reason was that the respective changes to the community budget for 2025 had not yet been made,” explained Educational Ombudsman Nadiya Leshchyk.

The Ombudsman Learned Why There Were No Bonus Payments

After the inquiry to the founder of the educational institution, it became clear that the lack of payments was related to a delay in internal communication regarding the changes to the budget. After resolving these issues in May, the teachers received supplements for previous months, and in June — a bonus for May.

Amount of Bonuses for Teachers

According to the legislation, teachers of general secondary education institutions of state and communal ownership should receive a monthly supplement for working in difficult conditions. The amount of this supplement is 1300 UAH effective from January 1, 2025, and 2600 UAH from September 1, 2025, until the end of the calendar year in which martial law is not in effect.

The Educational Ombudsman emphasized the importance of timely payment of supplements to teachers and the need to improve the salary calculation system for educators.

The Future of Teachers' Salaries

The Ombudsman stressed that resolving this issue is important for the government and the Ministry of Finance of Ukraine. The necessity of adapting documents regarding salary payments to educators to modern requirements has been highlighted.

Teachers warn about the lack of bonuses for working under difficult conditions, but after the intervention of the ombudsman, the issue was resolved. However, it is important that in the future, salary issues for teachers are addressed promptly and in accordance with the legislation, ensuring that their work is properly compensated.
