Some pensioners will be exempt from utility payments: how to apply for a subsidy.


Ukrainians informed about benefits for utility services
According to the resolution of the Cabinet of Ministers "On the Approval of the Procedure for Providing Benefits to Certain Categories of Citizens Taking into Account the Average Monthly Total Income of the Family", categories of pensioners are defined in Ukraine who have the right to be exempt from utility payments.
According to current legislation, such benefits are provided to pensioners living in rural areas. These categories include former employees of the social sphere, including teachers, medical workers, librarians, and cultural workers. Full exemption from utility payments is granted only to residents of villages.
According to the resolution of the Cabinet of Ministers of Ukraine "On the Approval of the Procedure for Providing Benefits to Certain Categories of Citizens Taking into Account the Average Monthly Total Income of the Family": "Citizens living in rural areas have the right to full exemption from utility payments.".
For most pensioners in Ukraine, a system of state subsidies for utility payments is available. The amount of the subsidy is calculated individually, taking into account the total income of the pensioner and the size of utility payments.
The procedure for obtaining a subsidy has been simplified for pensioners to avoid excessive paperwork and procedures. It is sufficient to submit a simple application, and the Pension Fund of Ukraine completes the remaining documents using data from state registers.
Applications for subsidies can be submitted:
- by sending a letter by mail or in person to the Pension Fund of Ukraine (PFU);
- by filling out an application through the electronic services portal or the PFU mobile app;
- by using the Diya portal or Administrative Service Centers;
- by contacting authorized persons of the executive body of the village, settlement, or city council.
